As Interim President and VP of Strategy, Caesar Kavadoy leads KAP’s executive team with a focus on execution, scale, and strategic growth across the Texas Triangle and beyond. With a track record of leading both public and private companies at the CEO level—and advising top telecom providers like Comcast, CenturyLink, and Verizon—he brings real-world perspective and clarity to every decision. Caesar’s role is centered on guiding the team to execute on a bold vision: bringing greater precision, accountability, and value to every stage of infrastructure deployment. Grounded in industry experience and driven by a bias for action, he’s helping shape KAP into the partner of choice for providers who demand more from the field.
JENNIFER HAAS
Managing Partner | Vice President of Operations
Jennifer Haas has been connected to KAP Communications since day one—learning the business through her father’s example and the values that shaped it. Though she pursued her own career outside the company, she remained close to its mission and stepped into leadership following her father’s passing in 2021. Today, as Majority Owner and VP of Operations, Jennifer leads with the same values that built KAP’s reputation: service, accountability, and teamwork. With a deep respect for the company’s roots and a clear vision for its future, she remains committed to carrying forward her father’s legacy by investing in people—and building a culture where exceptional work is the standard.
TIM HAAS
Managing Partner | Vice President of Sales
Tim Haas has been at the center of KAP Communications’ growth for over two decades—starting in the field, and now leading the company’s expansion across the Texas Triangle and beyond. As Managing Partner and VP of Sales, Tim drives strategic partnerships, territory growth, and go-to-market execution. His career began on job sites in 2000, where his ability to lead crews and deliver under pressure quickly propelled him into operational leadership. Today, that same firsthand experience powers his conversations with telecom providers, developers, and GCs—because he understands what it takes to deliver in the field, not just sell a contract. Tim continues to lead with a mix of field credibility and strategic focus, helping make KAP the first call for clients looking for a fiber partner that shows up, solves problems, and scales fast.
MATT HAAS
Partner | Director of Field Operations
With more than two decades in telecom infrastructure, Matt Haas brings deep field experience and sharp operational leadership to every project KAP takes on. He began his career in 2001 as a field technician and quickly rose through the ranks—leading crews and managing complex deployments well before most had finished training. Today, Matt oversees all field operations across Central and South Texas, ensuring each project runs efficiently, safely, and to spec. Known for building accountable teams and spotting issues before they impact the schedule, Matt has become a trusted partner to developers, GCs, and service providers who demand consistency, coordination, and results.

STEVEN F. HALL
Senior Project Manager | Engineer
With over 30 years in telecom, Steven F. Hall is one of the few professionals who has directly shaped how MDU fiber is engineered, managed, and deployed at scale. A founding force behind AT&T’s first dedicated MDU support team, Steven also led the Southwest’s first fiber-based MDU rollout—setting technical and operational benchmarks that helped define industry standards still in use today. After retiring from AT&T in 2021, he joined KAP as a trusted advisor and senior project lead, bringing unmatched insight and rigor to engineering design, field execution, and scalable delivery. His contributions continue to raise the bar on every project that carries KAP’s name.
CHRISTINA WENCE
Office Manager | Administrative Specialist
A graduate of Texas State University with over 20 years in the service industry and a decade in management, Christina Wence brings sharp operational discipline to her role at KAP Communications. She leads all office and warehouse coordination—streamlining systems, automating workflows, and optimizing internal processes to reduce waste and maximize value. From QuickBooks to Knowify, Christina leverages integrated tools to ensure accuracy, clarity, and cost-efficiency across every project. Her work behind the scenes enables the field to move faster, clients to stay informed, and KAP to deliver with precision.
